In Malaysia, all Fire Safety Installations installed or constructed on any premises must have a Material Certification Certificate issued by the Malaysian Fire and Rescue Department (BOMBA). The certificate is necessary for compliance with fire safety regulations and must be obtained before certain activities, like occupation of a building or operating a commercial business, can take place. It verifies that a building, structure, or facility meets the fire safety requirements set by the authorities.
After surpassed the standards set by Standard and Industrial Research Institute of Malaysia (SIRIM), the producers of those products may apply in writing for the approval certificate to be issued by BOMBA. There are a total of 28 items that requires the Material Certification Certificate, including exit sign and emergency light.
Applicants who wish to obtain a (New) Material Certification Certificate must submit the following basic items;
- Official application letter from the company.
- Application form ( Form BKK-PKK 1 )
- Copy of distributor’s appointment letter (if not manufacturer) – A copy of the appointment letter, whether domestic or foreign, must be certified through the Statutory Declaration Form (Am 80) before the local Commissioner for Oath.
- Copy of latest test report – Any copy of test report whether domestic or foreign must be certified via Statutory Declaration Form (Am 80) before the local Commissioner for Oath.
- Copy of SIRIM/Foreign Certification Body product certificate (check the validity of the certificate) for controlled products. Copy of foreign certificate must be certified through Statutory Declaration Form (Am 80) before the local Commissioner for Oath.
- Company profile (organizational chart, work flow, SSM and Company Information).
- Brochure and supporting documents.
- Mini sample of material / system (with company label, material name)
For suppression system (halon alternative) applications, applicants must complete the following additional documents:
- Special Form (Alternative Halon)
- Toxicity Test Report – A copy of the report must be certified via Statutory Declaration Form (Am 80) before the local Commissioner for Oath.
Additionally, the Manufacturer/Distributor of Fire Safety Installations shall submit a confirmation letter of Appendix C1 & C2 to the State Director and a copy to the JBPM Headquarters that it has carried out supervision/installation/supply as per the standards approved by SIRIM and the Fire and Rescue Department, Malaysia. The Architect or Certified Consulting Engineer shall ensure and supervise all installation works carried out by the contractor/installer and confirm it by sending a confirmation letter of Appendix C3 to Fire Safety Division before or during the building inspection.
